  • A reading programmes designed for adults who are reading at entry-level (or starting points) has two main purposes. It should provide:

  1. intensive, focused teaching that explicitly addresses the learners’ most significant next step for learning (sometimes called “strategic teaching”); and
  2. plenty of opportunities for learners to practise what they are learning with texts that are meaningful to them.

In order to design and implement a programme, educators need specialised knowledge about literacy learning.
